In compliance with the Clean Water Act and the County of San Diego Storm Water National Pollutant Discharge Elimination System (NPDES) Permit, the City of Encinitas has implemented an urban runoff management program to control pollutants from existing and new development. To assist businesses as well as engineering, developers and contractors in complying with the City's requirements, the City developed the Best Management Practices (BMP) Manual. The manual establishes the City's minimum BMP requirements for businesses (commercial and industrial) and construction sites. New development (including significant redevelopment) is required to comply with the Best Management Practices (BMP) Manual Part II. The BMP Manual provides guidance for complying with this program including a compilation of over 100 BMP guidance and design drawings. Parts I and II of the manual can be downloaded below or purchased at the Engineering counter at City Hall, located at 505 South Vulcan Avenue.
