Lighting and Landscape District
Under the provisions of the 1972 Landscape and Lighting Act, the City formed the Encinitas Landscape and Lighting District (ELLD) for the purpose of funding the operation, maintenance and improvement costs of public street lighting, traffic signals, and landscaping.
Following annexation to the City in 1995, the Encinitas Ranch was annexed to the City’s existing ELLD. The ELLD consists of eight benefit zones, which encompass the entire City. Zone A was established to track and assess the costs associated with district-wide traffic signals, street lighting and landscaping on major streets and thoroughfares.
Zone B was established to assess the costs associated with localized street lighting in residential areas and Zone C was established to assess the costs associated with localized street lighting in commercial areas.
Zones D, E, F and G fund localized landscaping and park improvements that were approved as development or subdivision map conditions. Zone H funds street lighting, traffic signals, park and landscaping improvements within the Encinitas Ranch specific plan area.
