Jennifer Smith - Biography 

Jennifer Smith joined the City of Encinitas in 1997 after working for the Town of Chapel Hill, North Carolina's City Manager's Office and Town of Cary, North Carolina's Finance Department. Ms. Smith has held managerial positions with the City for the past nine years as a Management Analyst, the Assistant to the City Manager and the Finance Director. During that time, Ms. Smith has coordinated the City's Capital Improvement Program, developed and monitored City budgets, served as project manager for controversial and high-profile community projects, and has performed and/or overseen complex organizational, financial and operational analyses. Ms. Smith is a member of the Government Finance Officers Association and the California Society of Municipal Finance Officers.

Ms. Smith has a Bachelor of Arts, Magna Cum Laude, from the University of Delaware and a Masters of Public Administration from the University of North Carolina, Chapel Hill, with a concentration in municipal government and finance.
