Advanced Planning and Housing is responsible for the management of long-range projects, including the coordination of regional planning efforts with other cities/agencies and processing of General Plan Amendments.

This division is also responsible for carrying out the City's housing policies, administering the Community Development Block Grant (CDBG) program, and providing staff support to the Encinitas Housing Authority.  Division staff prepare grant applications for housing and community development funds which are issued on a competitive basis each year.  

Housing staff administer a variety of housing assistance programs including the City's Section 8 rental assistance program, HOME, and the San Diego Regional Mortgage Credit Certificate (MCC) programs.  Additionally, housing staff consult with developers on possible affordable housing developments within the City.
