Advanced Planning and Housing is responsible for the management of long-range projects, including the coordination of regional planning efforts with other cities/agencies and processing of General Plan Amendments. This division is also responsible for carrying out the City's housing policies, administering the Community Development Block Grant (CDBG) program, and providing staff support to the Encinitas Housing Authority. Division staff prepare grant applications for housing and community development funds which are issued on a competitive basis each year. Housing staff administer a variety of housing assistance programs including the City's Section 8 rental assistance program, HOME, and the San Diego Regional Mortgage Credit Certificate (MCC) programs. Additionally, housing staff consult with developers on possible affordable housing developments within the City. Housing staff also administer other financing resources. For example: A developer of a subdivision, subject to meeting inclusionary requirements, can request that the City accept a fee in-lieu of constructing an affordable unit. If accepted, the in-lieu fee is deposited into an Affordable Housing Fund for future opportunities to finance the acquisition or construction of affordable housing.
