HOUSING PROGRAMS AND SERVICES
The Planning and Building Department provides and coordinates housing services for residents. The mission is to provide decent, safe and sanitary housing for eligible low-income households. The department is responsible for implementing various housing assistance programs such as rehabilitation and rental assistance for low- and moderate-income households. The division works with a variety of non-profit agencies, governmental agencies and businesses in providing housing assistance to the community. The department also lends a hand with fair housing disputes through the assistance of North County Lifeline.

Housing stability is good for families and good for the community. There are a variety of resources available to low-income households who are interested in housing assistance.
Residential Rehabilitation Loans and Grants Information
The City's Residential Rehabilitation Program allows property owners to improve their property values at little or no cost to the owner.
Mobilehome Information
The City’s eleven mobilehome parks differ greatly in terms of their size, age, condition, and unit types. The department provides resources and information for mobilehome residents and park owners to encourage the conservation, rehabilitation, and sustainment of mobilehome parks and housing opportunities.
