The City of Encinitas Senior Citizen Commission was established by, and reports to, the City Council. The Commission is made up of seven members of the community. Each member is appointed by the City Council, and serves a two-year term. The Commission generally meets once each month.
The duties of the Senior Citizen Commission are to conduct public hearings to gather information and thereafter make recommendations to the City Council on matters regarding services for Senior Citizens which include:
- Policies and plans for the development and operation of programs and services for the benefit of Senior Citizens within the City;
- Policies and plans for developing programs and services in cooperation with other public and private agencies which would benefit Senior Citizens;
- Such matters as may be referred to the Commission by the City Council.

The Senior Citizen Commission meets on the third Tuesday of each month at 2:00 p.m. in the Council Chambers of the Encinitas Civic Center. The Civic Center is located at 505 South Vulcan Avenue, at the southeast corner of Vulcan Avenue and "D" Street, directly across from the Coaster Station.
