Engineering and Planning Documents
- 2015 Urban Water Management Plan-Water agencies throughout the state are required by the California Department of Water Resources to prepare Urban Water Management Plans every five years in order to show that adequate water supplies are available to meet existing and future water demands.
- 2010 Water System Master Plan-The San Dieguito Water District's Water System Master Plan analyzed the distribution system for reliability, water quality, adequacy of fire flow demands, and storage requirements. The plan identifies and prioritizes capital improvement projects for the distribution system.
- Joint Facilities Master Plan-The San Dieguito Water District and Santa Fe Irrigation District jointly own infrastructure and treatment facilities utilized to convey and treat raw water supplies and then store and transport treated water to the Districts. The plan identifies and prioritizes projects for a 10-year Joint Facilities Capital Improvement Program.
Engineering Fees, Deposits, and Requirements
Effective January 1, 2019, the San Diego County Water Authority will raise their fees on new water meters. The cost for a new residential water meter will increase by $173. Please call for more information.

The San Dieguito Water District is a member of the Water Agency Standards (WAS) Committee. For potable and recycled water construction specifications, standard drawings, and approved materials list, please visit the WAS website at www.sdwas.org.
Fire Flow Requests
To request static and residual pressures for fire sprinkler calculations, e-mail your request to [email protected]. Please include the subject address and APN. We will respond to your request by the next business day.
Irrigation Pressure Requests
To request static pressure for landscape irrigation, e-mail your request to [email protected]. Please include the subject address and APN and reference that this request is for landscape irrigation. We will respond to your request by the next business day.
Water Service/Meter Installation
To ensure the timely installation of the water improvements, fees should be paid at least six weeks prior to the requested installation date. Please complete the top portion of the application form and return it to the San Dieguito Water District’s offices with the appropriate fees/deposit.
If the project is associated with a City of Encinitas Grading, Building, or Improvement plan, please submit an approved copy with the application.
A valid Building Permit will be required prior to the installation of all water meters.
Temporary Construction Meters (For Use on a Fire Hydrant)
To ensure the timely installation of the temporary construction meter, deposits should be paid at least 48 hours prior to the requested installation date. Please complete the top portion of the tanker meter application form and return it to the San Dieguito Water District’s offices with the appropriate fees/deposit.
Please include the location of the hydrant where the construction meter is to be set and the project location.
If the temporary construction meter is to be hooked up to a hose or piping system, a backflow preventer will be required. The San Dieguito Water District does not provide the backflow assembly.
An additional charge of $125.00 will apply to relocate the temporary construction meter.
Recycled Water Program
The San Elijo Joint Powers Authority operates and maintains a recycled water distribution system within a portion of the San Dieguito Water District. It is the District’s policy that recycled water be used for any purpose approved for non-domestic water use to the maximum extent possible.
The San Dieguito Water District’s Recycled Water Rules and Regulations govern the requirements for recycled water use within the District’s jurisdiction.
Prior to the construction of new facilities or the retrofit of existing facilities that will use or receive recycled water, design plans must be approved by the District, San Elijo Joint Powers Authority, and the San Diego County Department of Environmental Health.

Prior to starting recycled water service, a completed Recycled Water Check List and Application (construction and/or irrigation) must be completed and returned to the District.
Capital Improvement Program
The process of providing a safe and reliable water supply to customers requires substantial infrastructure and numerous facilities. District infrastructure and facilities require long-term investments in order to ensure continued safe, reliable operation.
The District’s Capital Improvement Program has four main components:
- SDWD Infrastructure Projects: Projects which will upgrade and improve District infrastructure, such as water mains, valves, pressure reducing stations, pump stations, reservoirs, and other major water system components.
- SDWD Consultant Services and Studies: Projects which will fund various consultant services and studies for the District, such as the development of master plans, asset studies, urban water management plans, and fire flow analysis.
- SDWD Capital Acquisitions: Provides for the purchase of major District assets and equipment which will have long-term use.
- Joint Facilities Projects and Capital Acquisitions: Projects and purchases which will upgrade and improve joint facilities shared with the Santa Fe Irrigation District. These facilities include R.E. Badger Water Filtration Plant, San Dieguito Reservoir, pump stations, transmission mains, and associated infrastructure.
The primary role of the San Dieguito Water District’s Construction Inspection Division is to ensure that all new District facilities are installed in accordance with the approved plans and the Water Agency Standards. The Construction Inspection Division is involved with all Developer and CIP projects, including potable and recycled water.
The Contractor shall notify the District's Construction Inspection Division at least 48 hours in advance of beginning work to arrange for inspection of the project. All work performed without benefit of inspection will be subject to rejection and removal.
The Contractor will be required to schedule a mandatory pre-construction conference with a San Dieguito Water District inspector prior to commencement of work on water improvements.
