Overview:
In 2002, the City Council directed that work for the Cardiff-by-the-Sea Specific Plan be initiated. The 1989 citywide General Plan singled out a number of key areas- including Cardiff- for focused planning through the use of specific plans.
The Cardiff-by-the-Sea Specific Plan area includes all properties between San Elijo Avenue and the alley west of Manchester Ave from Mozart Avenue to the north and Orinda Drive to the south. The project area also includes the office properties fronting the north side of Birmingham Drive to Montgomery Avenue.
The City’s overriding goals for such tailored planning are to: reinforce the unique desirable characteristics of these areas and ensure long-term compatibility with their surroundings; provide development standards to help revitalize commercial corridors; encourage flexibility in land use planning; and prioritize reinvestment in public infrastructure.

Project to Date and Next Steps:
**The 2nd Draft of the Cardiff Specific Plan will be presented to the City Council on Wednesday, September 17, 2008.**
The CSPARC Review Committee completed their review of the 2nd draft of the Specific Plan in March 2008. Staff has completed the final edits to the 2nd draft of the Specific Plan, which was presented by the Review Committee and staff to the Planning Commission on July 31, 2008 for initial input and consent to move forward. The 2nd draft will now be presented to the City Council for their input and consent to move forward on September 17, 2008. Thereafter, environmental review will be conducted and staff will begin the public outreach process through a series of workshops. Upon completion of the public outreach process, staff will prepare the final Draft Specific Plan for public meetings with the Planning Commission for their recommendation, the City Council for their approval, and California Coastal Commission for certification. The Specific Plan will become effective following the Coastal Commissions certification. This process may take an additional 6 to 18 months.

A Vision for Cardiff-by-the-Sea September 19, 2001 -
Following the Community Consensus Conference held in August 2001, the result was a “vision” report representing a consensus view of the important issues facing Cardiff, particularly the Specific Plan area identified in the General Plan.
2005 Cardiff Business District Parking Study
This report presents the results of the 2005 Cardiff Business District Parking Study. The study includes an inventory of parking spaces, hourly occupancy counts, a survey of persons parking in the study area, and an analysis of future parking demand.

Cardiff-by-the-Sea Specific Plan Area Review Committee CSPARC
In May 2007, the City Council created the Cardiff-by-the-Sea Specific Plan Review Committee to review and recommend changes to the draft Cardiff-by-the-Sea Specific Plan. After a nine month review period, the committee completed their review in March 2008. The review committee will then forward their recommendations to the Planning Commission for consideration.
