Project Background:
The City is currently developing the CGPU work project. The City has retained MIG, Inc. for professional services related to the update. As part of the consultant selection process, the City followed the standard procedure for comparative screening whereby proposals were evaluated based on the criteria established in the RFP. The Request for Proposal (RFP) for the General Plan Update was released on February 23, 2009. The work program is anticipated to take two (2) years to complete.

What Is The General Plan?
All cities are required to adopt a General Plan according to State of California planning law. General Plans are often called a city’s “blueprint” for guiding future development and is used as a tool for making local government decisions. The City’s current General Plan includes the required elements by state law and an optional element, which include:

1. Land Use Element
2. Housing Element
3. Circulation Element
4. Resource Management Element (Open Space & Conservation)
5. Noise Element
6. Public Safety Element
7. Recreation Element

These elements address issues that directly affect your community and quality of life such as noise, air quality, public safety, traffic, adequate housing, design of buildings, and preservation of open space.
