Wastewater Collection Division
The Wastewater Collection Division, in compliance with the Federal Clean Water Act requirements, provides routine sanitary sewer collection services to the Encinitas Sanitary Division and the Cardiff Sanitary Division. Additionally, on a contractual basis, our City crews provide routine maintenance services to the City of Solana Beach and emergency services to the City of Del Mar, the Del Mar Fairgrounds and the Del Mar Thoroughbred Club.
These services involve cleaning sewer lines, clearing stoppages, repairing breaks on a routine basis and responding to emergencies as needed. Sewage is delivered for treatment and disposal to either the Encina Wastewater Authority in Carlsbad or to the San Elijo Water Reclamation Facility in Cardiff.
The City Council makes all decisions regarding the Encinitas Sanitary Division and the Cardiff Sanitary Division. The City appoints elected official representatives to sit as voting members on the Encina Wastewater Authority Board and the San Elijo Joint Powers Authority Board. The Leucadia County Water District provides sewer services to some residents in Leucadia.
For residents in the Encinitas Sanitary Division and the Cardiff Sanitary Division, sewer service charges are billed on the annual property tax bill. The charge is determined based upon water usage, with a pre-determined percentage subtracted to account for outdoor uses such as landscaping and irrigation.
